Question Low FPS/Performance after reinstalling Windows 11

Hi everyone. My friend recently had to reinstall Windows 11 on a separate drive due to her boot drive dying. After getting it installed, she has had a noticeable performance drop when playing any game. Before this, everything ran perfectly fine. We have already made sure all drivers are installed and up to date. We have also checked the power settings and ensured that the CPU and GPU speeds are as they should be. Her CPU is always nearing 80 to 90% when in a game, compared to her GPU having relatively low usage. Any ideas on how to fix this or what the problem could be? Thank you so much.

Did she reinstall with only the drive she was installing to in the system? If not pull any other drives and only have the one in the system for the Windows install.

She did have the other drive still in the system, but after taking it out and trying to do another install, the issue still persists. Unsure what other culprits could be here.
