[SOLVED] Low GPU usage and low CPU usage - hence low framerate

I have a Asus ROG Zephyrus G14, with the following configuration:
CPU: Ryzen 7 4800HS
GPU: GTX 1650 4GB Mobile
Memory: 16GB (8x2) 3200Mhz

I primarily play CS:GO and have been getting from 60 to 100 fps at the high preset. According to other benchmarks of the same GPU, I should be getting 200+fps. When I checked the GPU usage in-game, it was around 40-50% while the CPU usage was also at around 30%. What is wrong? I have factory reset my computer and installed all the latest drivers for both CPU and GPU.

P.S. When I enable VSync (Triple Buffering is the setting mode in-game) my fps gets locked to 120 and the GPU usage increases to 60%, which is still low. Even after disabling all v-sync settings, I still cant push above this threshold.

It is, and yes it doesn't boost because I have disabled boosting. The G14 goes around 100 degrees with boosting on hence I disabled it. The performance hit should not be more than 10% while saving my laptop from getting roasted.

Note: Without V-Sync - Average GPU usage 40% with 60-100 fps(drops to 30 sometimes)
With V-Sync - Average GPU usage 65% with 120 fps fixed(drops to 100 sometimes)

The fact that enabling V-Sync increases performance beats me. I think the V-Sync mode shows true performance, but the frames are capped. Without V-Sync however, the performance goes down. This shows that CPU (or boosting) should not be the problem at least.
Your 10% is way off. The maximum boost is a 44% uplift in cpu speed. While you won’t...

Total cpu usage is fairly meaningless, you need to monitor each core individually as it only takes 1 at 100% to limit performance.

You don’t want to use V-Sync with a game like cs go, it introduces lag.

You don’t want to use V-Sync with a game as cs go, it introduces lag.
The temps are not abnormal, around 70-80 for the CPU and lesser for the GPU. So we can rule that out I guess.

I used V-Sync only to test, and it seemed to increase the FPS and GPU Usage but capping it to 120fps (my refresh rate is 120Hz). I don't normally use V-sync.

Your 10% is way off. The maximum boost is a 44% uplift in cpu speed. While you won’t see that a >35% uplift is reasonable to expect.

Enabling V-Sync averages out the frames the cpu needs to draw and stops it drawing frames it won’t use.

Put everything back to normal and see how well the laptop games for 5 mins. If everything is good apart from the temperatures rising you know it’s your changes that are impacting performance. I know with Intel you can lower boost speeds but I’ve not had an AMD laptop cpu in a long time. If you can lowering boost speeds by 200-300mhz may be a better option. It helped my 9750h a lot dropping all core boost.
