Low GPU usage during games

Hey guys, I've been noticing sometimes when I'm playing Black Desert, I've been getting around 30-45 fps and my GPU/CPU usage is pretty low and temps are fine.

I have a i7-4790 & GTX 1070 8GB & 16GB RAM

Because your game do not use full load of GPU anyways. It just use enough to load game. More FPS don't bring any benefit for this game, and your experience.

MMOs tend to be that way.
First suspicion would be a CPU bottleneck but doesn't look that way. One or more cores would be pinned at 100%.
