Total cpu usage is fairly meaningless, it only takes 1 core/thread getting close to 100% to limit performance while other cores/threads have much lower usage. Try monitoring all threads separately.
plz if you dont mind can u show me how to do that
cz im really not that level of expertise <3

Your monitor is 144 Hz and here your frame rate is 200 fps, which is plenty. If you don't want stutter, you should try to avoid being CPU limited; being CPU limited causes stutter. I'm guessing the reason your GPU utilization is so low is because you have all your settings turned down to low. Turn them up until your GPU utilization goes up all the way and your GPU limits your frame rate instead of your CPU; this should remove the stutter.

Here are the stats from another game

That last image is definitely cpu limited.

A locked i7-9700 is only going to get you so far; I have my 9700k overclocked all the way to 5.1 GHz.

The way I see it, you need a CPU upgrade, which leaves you with two options:

  1. Upgrade to the best CPU that'll slot into your Z390 motherboard: the i9-9900k
  2. Upgrade to a new motherboard and a current-gen CPU.

What about upgrading to i7 9700k cause that the only cheap solution i can go forward with. In my countey the hardware are very expensive I can get that one for like around 310$ while i9 im gotta have to buy it for 500$ or even 600$.

This would certainly be an improvement. In that last image I can see that almost all 8 cores are being fully utilized and that your core clock is only 4.2 GHz; being able to boost all the way up close to 5.0 GHz would help a lot.

Tell me this though: in your country, how expensive would it be for you to buy a B560 motherboard (MSI, Gigabyte, etc) and an Intel i5-11400? In the US, these two pieces of hardware cost about the same amount of money as an i7-9700k, but with the i5-11400 you'll actually get better performance than the i7-9700k due to the architectural improvments that Intel has made over the last two generations. Additionally, the i5-11400 will run just fine on your current CPU cooler, whereas an overclocked 9700k will generate quite a bit of heat and will be difficult to keep cool when running flat-out: my 9700k is cooled with an AIO with a 280mm radiator and at full load my temps can go over 70 degrees.

It only popped up in the OP's last screenshot though, so it's just the conclusion for the game in that shot.

The other screenshots/games don't exhibit the same behavior, so the problem with them probably lies elsewhere, not visibly obvious, such as storage/disk activity, or just the darn game engine.

I just looked out for on internet i found the i5 10400 cpu for 250$.
For mob i found Gigabyte H410M S2H V2 for 100$

what if i am using master cooler liquid LC240E ??

I think it better for me to upgarde only to i7 9700k cause from checking provided benchmark on utube the i5 10400 wont fix the problem it gonna stay but with a lower percentage unless if i m gonna play on 1440p that also gonna cost to buy 1440p monitor for like 500$

The Intel i5-10400 is older and does NOT have the architectural improvments that the i5-11400 does. Do not buy the 10400, you will be disappointed.

If you can't find a B560 motherboard and 11400 for a good price, you could just buy the 9700k instead; your 240mm AIO should be able to keep it adequately cooled.

Could be, but I've seen just how CPU limited games can be when I run my 9700k at stock clocks and lock the power limit to the stock 95 watts. It makes a big enough difference and is similar enough to what I'm seeing here that my gut tells me that this is the root issue.
