Question Low performace for pc

Like i love the computer but im having problems in some games like valorant and cs go where i get like 70 fps on medium/low and i hate it cause on games like witcher 3 on ultra i have almost 60 locked fps.

So could anyone help me why im getting so low fps on games like cs and so high fps on games like witcher.

My first thought is if some games are not using the dedicated gpu (1070) but instead using the integrated graphics of the cpu. What is your gpu usage in the games that are underperforming?
