M5A97 LE R2.0 issue, not posting, think its memory related....

I recently built a lot budget gaming computer for around $500. Everything is fine except that sometimes the system wont boot, or even post. I take the cover off and start with the easiest part, the memory. I remove one or both sticks and replace one, and usually the system will boot afterwards. Since I only have to mess with the memory, I'm thinking my settings are wrong, the ram is bad or my dimm slots are screwed up. This is my first build so any help would be greatly appreciated. Also, after I get it to boot with one stick, I usually shut down and add the second and it will usually boot with both. This is strange and I have no way to test the ram or mobo.

When I bought the ram I noticed that the mobo said it supported 2133(o.c.) and I thought that meant overclocked or something so I bought the 1866. Not sure if that matters,
