Question Major drop (~25%) in TimeSpy results for 2080ti - any advice greatly appreciated!

About 4 months ago I had to RMA a Gigabyte 2080ti. When they sent the "new" card, it scored fairly well on TimeSpy - a graphics score around 13500 which seems to be right around average. However, I tried benchmarking this week, and the score has dropped to 10300, which is less than the average 2080.

What I've tried:
  • Uninstall drivers and reinstall
  • Enabling "Max Performance" in Nvidia Control for 3Dmark
  • Making sure XMP is enabled for memory (since I read TimeSpy can be pretty reliant of memory) and making sure it's dual channel
  • Reset CMOS to make sure I didn't screw something up in my bios at some point
  • Opened case to make sure it wasn't base case ventilation
  • Tried different plugs in apartment to make sure my outlet wasn't having issues drawing enough power or something strange like that (I have an EVGA 1300W G2, so PSU shouldn't be an issue)
  • Rebooting computer and turning off everything in the background
At this point I'm a bit at a loss of what else to try. Hoping the answer isn't trying to get another RMA? But this performance seems really bad for a $1200 card...

malware scan your system?

Temps are pretty steady at 72-73C, which seems a bit low to me, but read In a few forums saying a lot of 2080ti cards hover around 75C? I haven’t changed any of the settings since the first test so thought this would be steady between the two tests, but realizing I don’t have the temps for the first test, and maybe something changed with new set of drivers?

Tried increasing power/temp limit in MSI Afterburner, but temps still seem to be throttling at 72-73C.
I also tried opening the case and setting up a large fan to blow air through, still same results...72-73, no better perf.

I haven’t done a malware scan yet. I’ll try that tonight.

Ran Malware scan, didn't find anything. Looking at my first benchmark though, temps hovered around 68C instead of 73C, so it performed better, with the case closed, at lower temps.....

So either there is some crazy background app taking up all my resources, or this card is just faulty and having issues. It also doesn't pass any of the stress tests so...
