Question major fps drops making games unplayable

specs:
cpu: Intel Core i7 2670QM
ram: 8.00GB Dual-Channel DDR3
motherboard: Hewlett-Packard 167C
graphics: ATI AMD Radeon HD 7400M Series

I can play csgo for example at about 40-50 fps. But about every 3-4 seconds I get a frame drop to about 5. It makes most games unplayable. If someone could help it would be appreciated!
My laptop model is a HP Probook 4730s if that helps and I also just installed windows 10 on it if that helps too!
 
I would say: thermal throttling. If possible, open it and clean up all the vents. When playing, make sure there is correct air flow to the underside of the laptop. If you feel like it, disassemble the heatpipes and fans and replace the thermal pads and paste.

Use MSI Afterburner to monitor component temperatures and % usage in game.
Does this happen majorly on online games? Also remember your games will be limited by your ISP connection.
I haven't tried playing online I currently dont have a mouse but i tried playing offline with bots on csgo and it still happens
