Question Massive FPS fluctuations in all games ?

I have a laptop with:
AMD Ryzen 5600H
GTX 1650,
8GB DDR4 RAM
512GB SSD
144hz display

Suddenly the FPS in all games fluctuates between ~20 and my normal fps which is 90+, in every game I tried to run this happened besides one game, League of Legends, I don't know what LoL has different but I have no fps drops there, steady 144 capped, in Overwatch the main menu is 60 fps capped, no drops there, I load into the practice range menu and my fps drops to 20 then when I get into the practice range it goes from 20 for a few seconds to 90 (capped fps) for a few seconds.

I tried reinstalling my AMD drivers, only installing the drivers, installing adrenalin, reinstalled my nvidia drivers, tried messing with the settings, I don't know what else to do, I think it's because of either the new Windows update or the new gpu drivers update. I used the nvidia software to monitor and noticed that my render latency would fluctuate as well from 20 units to 80+, so did my "average pc latency" for the same amount, anyone know anything about this issue?
Edit: played a match of League and it turns out it's the same issue there as well, practice tool in League is offline so maybe it's an internet related thing as well?

I removed everything with DDU and installed just the driver without GeForce but that did nothing, I've no idea what else it could be, my last idea is to reinstall windows and hope that fixes it.
I did chkdsk as well, nothing came up
i would try removing all graphics related data with DDU.
then only install latest Nvidia driver package without GeForce Experience.

also run tests;
RAM: Memtest,
Drives: chkdsk,
etc...

when you say, "all games", you mean they're all online?

if so, install something else that runs offline.
if it runs fine then you know it's network related.
I tried running some games offline but the issue persisted unfortunately
I'm going to test my ram tomorrow and see if something comes up but if it's not drivers, ram, internet then I really don't know what else it could be, maybe just the windows 11 update

This might be a CPU issue, I looked at task manager and it looked like the CPU was using 20% only on games that should use more and when the game would freeze the usage would drop as well and my whole laptop would lag for the time
Edit: So my CPU usage on Middle Earth Shadow of Mordor is about 25%, when the fps drops it goes to 5-10% and during that time my whole pc is acting slow
Edit #2: The issue has been fixed after I removed a stick of ram and put it back in
