You aren't likely to see much improvement going from a Pentium 4 to the max one up. You might be better off going with a full system upgrade, something like a 7th Gen i3 wouldn't cost much and would likely perform many times better whilst using less power and give you more RAM.
 


Getting a new processor may be an issue due to your ram.
