Question Mce and turbo boost

If mobo z390 aorus master gigabt and i7 9700k and power in windows on balanced what would push cpu in clocking always 4.7 ghz even idle on all cores,would it be mce enabled?also what would be the difference between auto and enabled on both mce and turbo boost

Turbo boost sets whether to enable/disable turbo.
Enhanced Multi-Core Performance runs all cores @ turbo speed automatically even at idle. Default setting is auto which turns it on.
Windows power settings do not affect this type of performance.

I've had MCE on (Asus Z270/7700K) for 2 years, and , my CPU still idles at 800 MHz, and, when turboing under load then goes to max turbo on all cores....

MCE (at least with Asus' implementation) does NOT cause a CPU to sit at max turbo all day long. eliminating idle....

I'd double check HWMonitor to make sure the CPU is actually sitting at 4.7 GHz constantly; I'd only expect that behavior if someone had taken CPU multiplier settings off of Auto in BIOS, set them to manual, and, at 47X multiplier....

My bad- What I've been seeing is not MCE but a 50 multiplier.
