[SOLVED] Memory CL 15 is not been applied, instead CL16 Need HELP!

Hi, I have 16 gigs of ram 2x 8GB Kingston HyperX Predator HX430C15PB3K2/16 Hynix M-Die both are rated at 3000MHz @ 15-17-17-36 Profile 1 and @ 2666 15-17-17-35 Profile 2.
So my question is I load XMP profile and I save and exit and I am getting the 16-17-17-36 I cannot hit CL's as 15, 13, 11 etc., I can only do 12, 14, 16, etc.
So why is this, why I cannot use the original XMP CL's instead it goes 1 up.

So I believe you understand my issue here, can you guys explain to me why is this like that.
Also, my MB is ASRock B450M-Pro4, and CPU is Ryzen 5 3600 @ 4.2GHz all cores 1.350v.

Well if you have it at 3200mhz cas 16 it’s the same overall latency as 3000mhz cas 15 so I wouldn’t waste time worrying and just enjoy your games.
Just because RAM is rated at a certain speed or latency, a motherboard has to support it. DDR 3000 is kinda low for Ryzen 3 generation. I’d recommend DDR 3600 but you also need a board to handle it. Pretty cheap motherboard, get what you pay for.
Well the ram is ok, I mostly do gaming tho, I have it overclocked 3200MHz @ 16-18-18-36 - 1.35v, but I cannot make the CL to 15 or 17 etc.
 
And if I turn off gear down off will it change or? I have Power mode; Disabled, gear down enabled and 1T is been selected. So in what order should I proceed to get the prime numbers as 13-15-17 exactly?
disable geardown, set CR to 2T, set tCL to 15
if it doesnt boot, u may need raise ram voltage (1.37 ~ 1.4 V)
if it boots, u can try CR @ 1T if your ram can handle it
