How do you set up Outlook to open the same in all User Accounts so that all
emails and addresses can be seen no matter which user account is used to open
Outlook.

Yes. But this Outlook window is not the same as the Outlook window I was
using on another User Account. The other emails are not there nor the folders
that I have set up.

This Outlook window is a fresh new window.
