[SOLVED] Minor Stuttering while Aiming mouse but not with moving WASD

Ok so here is a hard question I have yet to find an answer to.

I have noticed when gaming that when I am aiming my gun/just moving my mouse around in general, I will get very minor stuttering, However I will strafe with my WASD keys or move forward and my frames are buttery smooth. That has me to the conclusion that It is related to my mouse, however I have tried multiple mice, and brands and the problem still persists.

I have tried:
Lowering my polling rate to 500 from 1000
Capping my frames
Lowering resolution
Changing mouse
Vsync on/off
Tried turning gsync off
fullscreen/windowed
Checked on new drivers

With a quick google search regarding frame stuttering with mouse or while aiming you can see this is a decently common issue, but from what I have found there is no solid solution.
Is there anyone that has heard of this problem or know another solution for me to try and fix?

My specs are

Main Monitor: Asus ROG Swift PG279Q 27" 165 hz
Second Monitor: random office quality acer 24"
GPU: EVGA XC3 Ultra 3080
CPU: Intel i7-8700k
Motherboard: MSI Z370 Gaming Pro Carbon
Ram: 16gb Team T-Force DARK 16 gb
Mouse: Razer Naga 2014/Logitech G600
