MoBo won't restart after shutting down

I have an EVGA 790i Ultra SLI board that's about 3 1/2 years old. About a year ago I noticed my PC wouldn't wake from hibernation unless I rebooted the unit.

It turns out my on/off switch on the front of the case won't work unless I unplug my PSU and plug it back in again. I can do a restart from the task bar, but if I do a hard shut down I need to unplug/replug my PSU before I can switch it back on.

Anyone know if this is a Motherboard or PSU problem?

I'm about a year away from building a new box, but I'd like to solve this problem if I can.

It sounds like some power is getting trapped somewhere, had a similar problem and it turned out to be the power Button on the PC case was cycling it back to the mobo.
