Question Modern Warefare 2 GPU fluctuates

Anyone have a problem with low usage on mw2? Every game my usage is awful at the start of the game, it goes down to 40% and literally unplayable for about 2min then my usage goes back to 80/85% back to smoothness, the same happened to me in the beta
This is the only game i have problems with so i dont think its a problem on my end but ive tried everything i can think of and nothing has worked, anyone else get this issue? Here is a video of it happening... View: https://twitter.com/Ryzo733/status/1587130831029796866


in the comments shows another video of my game going to smoothness, usually takes a 1:30min - 2:00min to go to smoothness, happens most matches but i do still stutter throughout the game sometimes, i have a 2070 super. i tried to upload a bench mark on modern warfare 2 but not sure how to

Use all three tools but only one tool at a time.

Objective being to discover what your computer starts doing, tries to do, or stops doing when the usage drops.

Could be something running in the background. Launched during startup or perhaps triggered later via Task Scheduler.

as you can see i start playing, its all choppy the somewhat goes smooth
