Question Monitor always shows dynamic white noise when power-on or wake from sleep ?

I have a PC, running on AMD Athlon 3000g, A320M A Pro, 8GB of RAM and Windows 10 OS.
It was okay for daily use, but after 6 months this problems shows up.

Everytime I power on my pc or wake it up from sleep, the monitor will blinking with dynamic white noise for sometimes (mostly 4 or 5 times), then it goes back to normal.
When it normal, it works like dont have any problem. But it will come back when wake up from sleep/turn on the machine.

Changed the cable that connects to pc / power, problem still exists

Just info:
PC still receive my mouse / keyboard input while noise shows

I am using HDMI to VGA adapter, but I can comform that is not the problem because I am using it too on another machine and running well.

I also have different monitor, this problems still exists (Probably monitor is not problem)

I updated to latest AMD Driver. Problem still exists.


Is there any solution for this?
CPU: Athlon 3000g
MOBO: MSI A320m A Pro
RAM: 2x4GB DDR4
MONITOR: Tested Philips monitor, / DELL p2014
GPU: I am using onboard graphic (vega 3)
OTHER: HDMI to VGA adapter, DVI to VGA

This problem still happens when windows is not updating. It is just perfect time when I record the problem
