Hi, i'm currently having a problem with one of my monitors, and it is that when i connect it and turn it on, it turns white, black, then white fading to black, then white, black and all over again. I'm using another monitor right now and it works fine so i don't think is the GPU.

Sorry for the quality but its still visible.

try this display on another device with another cable(HDMI, etc) and make sure it functions properly through that.
if still facing the same issue, then the monitor has malfunctioned.

what is the make & model of the monitor?
The monitor is pretty old, a Bangho MBL2230W, it only has VGA too, i was using it with an adapter. But right now, im using another monitor which is also only vga and im using the same exact cable with the same adapter. and it works fine.

Same adapter but another? So you have two same adapters? Try that adapter for this problem monitor. Might want to explain more what you've actually got.

hmm i thought i made myself pretty clear, i said i was using monitor 1 (the one in the video) with an adapter (because the monitor is vga and the gpu has hdmi and dp). I also said that right now im using monitor 2 with the same exact cable, and same adapter used in monitor 1.
idk how to say it clearer than that

Well, saying you have a second monitor that is also vga i questioned whether you're running both with separate 'same model' adapters. So you have a third monitor that is probably native Hdmi or DP right? See i wasn't sure on that. So you've tested another vga monitor with same vga adapter, you only have one adapter it seems now, and this other monitor works. So keep this one instead? The other monitor not working doesn't seem to like the adapter or monitor is faulty, difficult to know for sure which without trying vga as source or another adapter.

try this display on another device
so, you have proof that the cable & adapter work.

then what is stopping you from trying the "defective" monitor on another device(another PC, cable box, game system, etc)?
