[SOLVED] Monitor takes 2 hours to turn on unless heated with hair dryer

As silly as it sounds it really is that. It took nearly 4 hours for monitor to turn on when I placed it in my garage during winter. At room temperature it takes about 30 minutes to 1 hour to turn on. But when I heat it with hair dryer it takes 2 minutes. What could be the cause of this problem? I want to fix it by myself since its old anyway. Could this be something to do with capacitors since this monitor is nearly 15 years old (LCD display). Could the heat affect capacitors capacitance? Or is it something to do with panel?

Also worth mentioning: before it is heated power light stays on without blinking, but after it gets close to turning on, it starts blinking and sometimes screen flickers(briefly showing picture and turning off again) before it turns on and works with no problem for any period of time. Once it turns on I can unplug it, turn it off and on and it turns on instantly, problem only occurs during cold start after its been powered off for some time.

Any help wold be appreciated.
