Monitor will not turn on at all after new graphics card

I powered down my computer and removed my old graphics card and then inserted my new geforce 640. I then tried to turn on my computer and nothing came up on the monitors. Strangely, my dvd drive keeps making a noise. So I tried to plug my monitor into the onboard vga slot and no response. I turned off the computer and inserted the old card and did the same and nothing. I have tried every combination and cannot get a display. Please help!

Like any beeping or anything? The computer seems to turn on, all of the fans are running properly.

I am getting

403 Forbidden

The box for my asus gc says I need a minimum of 350w and my psu is 450

its a bright led number on it, you probably don't have one. only other thing I can think of is clear the cmos and make sure all cables are plugged in.

Doesnt hurt to also factory reset the Monitor. Usually in the OSD, Or you can just google it.

Just tried that and didn't help. Good thinking though.
