Question Motherboard Pins not responding

Hi Everyone I am posting as I have been stumped by this issue for months now. I live in the Philippines and I have experienced an issue with my PC that has been recurring. Awhile ago my PC suddenly started to boot and work for a hours then turn off by itself. This happened a few more times until one day it only turned on for 10 mins then 5 then no suddenly no response at all. I tried using a screwdriver to manually short the power pins but there is no response from the PC. It only has the MOBO RGB lights on. I have a spare PC and so I started testing each of the components. I first tried taking off everything that was not needed and had only left the CPU, 1 RAM stick, and PSU connected to the motherboard but to no avail. The PC was still not responding to the shorting of the pins via screwdriver. So I then tested each and everyone of the components in my space PC and figured out that the Motherboard was the issue. Since my motherboard was not in warranty anymore, I opted to purchase a new motherboard but the same model. Everything was fine for 1 month until a storm hit the Philippines. One day the PC suddenly started to have the same issues wherein it would turn off after 10 mins then 5 then now I am back to where I started. The motherboard is still in warranty but I am afraid that this keeps happening time and time again. Just to give everyone more context, I have replaced not only the motherboard on this PC but the GPU, RAM, and PSU just to have the same issue over and over again. The replacement of a part seems to work only for a few months before I have to replace another. It is also good to note that I have both an AVR and a UPS solely for my PC to boost its protection but it seems to not do its job. I have even opted to use the AVR of my space PC (which is located at my house while the PC I am having problem with is located in my condo) and I still have the same result. I am getting my motherboard replaced but I am scared that I will face the same issue again in the future. Please help me 😭

EDIT: I have also tried using a Multimeter to check if the PINS have connectivity. I checked the voltage on the power pins and it returns as 3-3.2 Volts.

Issue: PC gradually stops booting from 10 mins then 5 mins then no response after lightning storms. Tested and replaced multiple parts and have success repairing for a few months but issue comes back after a few months as well.

RAM: 16GB G.SKill 3600mhz
SSD: Samsung 970 500 GB
PSU: 520 Seasonic Bronze
Case: Darkflash DLX 21
Monitor: 1080P 144hz Monitor

Please put in all the details. Was windows working? What exactly happens when those 10 and 5 minutes was lapsed? What did you see on screen? WHat sounds? Still power on?

So you tried to jump start? Did you disconnect the 24pin plug also?

The PC was still not responding to the shorting of the pins via screwdriver. So I then tested each and everyone of the components in my space PC and figured out that the Motherboard was the issue.
Why did you hit the conclusion that the motherboard was failing at this?

Windows was working and I could even see the event manager and it sent the kernel power error.

Only 8 pin (for CPU) and 24 pin (for MOBO) were connected during all the tests.

I had a space PC and tried all the different components on my spare PC. All seemed to work fine other than the motherboard. I tried the CPU, RAM, SSD, and GPU on the spare PC and got boot to window with no issues and were even able to play games.

I also tried clearing the CMOS by unplugging the power and then clicking the Clear CMOS button. I also tried clearing CMOS by unplugging power, taking off the CMOS battery, draining the power by shorting the power pins, and then waiting 5 mins.
