Question Motherboard showing red led for cpu

My motherboard z690 gigabyte ud ax ddr4 has 4 lights dram boot cpu vga the cpu currently shows a red light, I have reseated the cpu and still shows red light and I am getting no display

My psu is segotep 700w 80+gold 16gb ddr4 3200hz ram i7-12700k 2070super

check for bend pin on the socket?
what cpu cooler are you using?

I don't know I'd this relates to it but when I plug the hdmi into my graphics card no display shows but my monitor doesn't show no signal?
