10 amps on the 12v is nowhere near enough.

The PSU calculator recommended at least 16, so my first vote is for a new PSU. I'd also recommend a better GPU, as mousemonkey put it, the 9500gt is not a gaming card.
 
Why the F does nobody listen? Should I write in all caps so you understand?

IF THE HEATSINK IS COVERED IN DUST, IT WON'T BE ABLE TO COOL THE CPU. THE CPU WILL TURN THE CLOCKSPEED DOWN SO THAT IT DOESN'T BURN ITSELF UP. WITH THE REDUCED CLOCK SPEED, THE GAME WON'T BE PLAYABLE. IF YOU CLEAN THE HEATSINK, THE TEMPS WILL GO DOWN, THE CPU WILL RETURN TO NORMAL SPEED, AND YOUR GAME MIGHT BE PLAYBABLE.

I know the OP checked the GPU temp, but he never said anything about the CPU temp. A new PSU might not be needed if it just needs a good cleaning.

Is correct, clean out all the dust in your case, the CPU may be throttling due to overheating.

The CPU will not play W@W at max settings, even worse is that its paired up with a 9500GT. The 9500GT is NOT a gamer's card, as stated above numerous times.
