[SOLVED] MSI R9 390, artifacts when opening things like the radeon app, any help?

Computer Type: Desktop
GPU: MSI Gaming r9 390 8gb, factory, not in SLI, was used before, but I don't know if it was used in Mining.
CPU: i3 3210 (not overclocked)
Motherboard: MSI H61M-P20 (G3) (MS-7788)
RAM: QUM3U-4G1333C9R 2x4GB
PSU: Aerocool 550w
Operating System: Windows 10, freshly reinstalled
Issue: When opening things like steam, the web browser (in this case, - Opera/Chrome), or the radeon app the gpu seems to fail at rendering them. But they do work while Furmark is open and running . Reinstalling to older drivers didn't help with this in any way.
Any idea on how to fix this?

Well, unfortunately not every synthetical test reveals memory defects, yet it is highly likely a memory IC problem. The card behavior apparently points to video memory issue that is a hardware defect. In case the problem is not prominent in diagnostics, it would take to change the whole memory array and make it even more expensive to fix.
It is usually a bad memory IC on the GPU. It can be repaired (every IC is ~20$) but the card is not worth the labor. Try bringing the memory frequency up (it helps bringing down the quantity of the artifacts).
Actually I can't bring it(memory frequency) either up nor down, the screen goes black and I have to reboot the system. Why do you think its not worth the labor to fix it?
 
There are video memory diagnostic apps you can try to verify this is the case, boot off internal graphics and run video memory testing. Sorry, but I am pretty confident it will not pass.
Apparently (if I did everything right(and used the right applicattion), internal GPU was and is off) it passes.
