My PC recently had an issue where it wouldn't boot up properly where itd just boot to a grey screen and get stuck with the "Not Responding" wheel. I did a full scan using Dells pre-boot diagnostics (scanning the CPU, Memory + Extra Memory tests, Disks and Screen), sfc scannow and dism /online /cleanup-image /scanhealth

All the above in Safe Mode with Networking

All the above came up with no issues but upon trying to reboot normally id still get stuck on a grey screen with the loading/not responding wheel. As a last resort I decided to use a Restore Point (1 day old). After the restore point loaded a few apps (Startup apps im assuming set to auto-start from Task Manager) reported they couldnt be opened but manually opening them still worked???
The Apps were:
- Microsoft Defender
- Intel Graphics Command Center
- Killer Intelligence Center
I do intend to take my Laptop to a repair shop soon for a memory upgrade however what could this indicate? (I have had this laptop for around 5 Years now - Alienware M17 03R2RY - i7 8750h, RTX 2070MQ)

sfc scannow and dism /online /cleanup-image /scanhealth
You didn't mention which OS you're on but I'm assuming you're on some version of Windows given the commands mentioned above. To be clear, you should state what OS you're on and which version you were on.

Uninstall all afflicted app's then manually reinstall them in an elevated command.

Either the drive on which your OS is installed on is giving up or your OS was corrupted. The latter can be solved with an OS reinstall. The former can be solved by replacing the drive if a firmware updates(is pending but) didn't help.

Would be a good idea to see if your laptop is pending any BIOS updates, even before you perform a ram upgrade.
