My brand new ryzen 5 1600 is Locked at .54 ghz a

No matter what I do I can’t get my ryzen chip to clock over .54 ghz and my cpu usage is always very low ive been fixing the bull crap that has followed me when I upgraded this morning all day and now I’m at a stand still suggestions are welcomed

im running windows 10 64 bit i have a biostar tb350-btc motherboard and my bios says its running at 3.2ghz but my task manager says otherwise

My bios says its running at 3.2 but my task manager says its running at 0.54 for some reason ive also had the problem where windows was only recognizing 3 cores and 6 threads instead of 6 cores and 12 threads also ive checked everything that i can think of including the bios settings power management settings performances modes minimum and maximum clock speeds ive updated drivers ive done bios updates nothing seems to fix it

yes i did a fresh install of windows after the problem started and yes i do have ryzen master because i cant find any options for oc in my motherboard

currently its shows 0.6ghz but task manager says 0.54 and i have arma 3 running in the background on koth with the same results

I installed microsoft visual C++ it threw me back up to 3.24ghz and i plan to oc thank you guys for your help
