My computer won't turn on! Help

I just bought this new power supply (corsair cx750m) and installed it into my computer (dell precision 490). I got it all hooked up and it won't turn on. I just finished testing the power supply to see if it was the problem and the fan didn't move but the power supply just made this clicking sound. Did they send me a faulty psu?? Help!

How did you check the PSU? If the fan didn't spin after the correct check,it's faulty one obviously.
And CX units are not good ones too,so chances of it being faulty is more here.

I tested it with a paper clip. And thanks for the help, guess I'll RMA the psu
