[SOLVED] My continously only boots on SECOND attempt

I've had this problem for many years and have finally put myself together to see if theres a solution.

MOBO: Msi z97
Harddrive: Samsung SSD

The first time i boot my pc, it will always just freeze with the sign 9C.
If i then press restart, it will display 9c, then 99 and then A2 or something like that and thereafter booting perfectly fine.
At the moment it boots from the UEFI boot manager first, but if i try to make it boot from my samsung SSD first, it will NOT display the error, but instead saying that i need to reboot from a different drive.
- The SSD is where my windows is installed.
I hope someone can help me figuring out what this means, as it is quite troublesome with all the updates requiring restarts and such.

Update your post to include full system hardware specs and OS.

Include PSU, make, model, wattage, age, condition.

Power down, unplug, and open the case.

Clean out dust and debris.

Reseat all cards, cables, RAM, and jumpers.

Install a new CMOS battery.
