Question My fans stopped working

I built my PC about a month ago and my fans have been working fine. I have the Antec Prizm fans and the default Phanteks fans in there. The RGB for the Antec fans still work but none of my fans are working except my CPU fan. All of my fans are connected to the motherboard. Also I have a Thermaltake PSU and I have their Smartfan of whatever its called turned off

Ok so I completely turned off my computer, turned off the surge protector and turned it all back on again. And the fans work, but they are noticeably spinning much slower than yesterday
