[SOLVED] My GPU doesn't work properly after an upgrade attempt from Windows 7 to Windows 10.

Recently I tried to upgrade my PC from Windows 7 Home 64 bit to Windows 10 Home 64 bit but failed due to "0xc19001" errors.

I thought there weren't any solutions so I clean-installed Windows 10.

The installation seemed a success but after I launched some games, I realized that I have low FPS considering my GPU's power.

(Before my attempt to upgrade from Windows 7 to Windows 10, my GPU worked great.)

I believed this problem was caused by Windows 10 so I re-clean-installed Windows 7 from Windows 10.

However, this problem is still happening and I have no idea what to do...

I've already installed:
*all oldest to latest drivers.
*all Windows updates except for optional ones.
*the DirectX End User Runtime.

My PC specs:
*MOBO MSI 970A-G46
*OS Windows 7 Home 64bit→Windows 10 Home 64bit→Windows 7 Home 64 bit
*CPU AMD FX-4300 Quad Core
*GPU MSI Radeon RX 570 ARMOR 8G (genuine product, not for mining)
*DRAM 8GB
*PSU Thermaltake Smart 600W STANDARD

Games:
*Borderlands 2 - above 60 FPS when RX 570 is running properly but 30-40 FPS now
*GTAV - above 60 FPS when RX 570 is running properly but 20-35 FPS now
 
Can you elaborate this? How did you do it?
I'm asking, because clean install of windows 7 and getting it fully updated is pretty tricky and time consuming.
Wondering, if you did all the necessary steps.

I followed what Windows Update said. I had about 165 main updates when I re-clean-installed Windows 7. It took me 2 days to install them fully.
