[SOLVED] My GPU is only drawing around 1/8 to 1/6 of the TDP

I recently upgraded from a 1050 to an RX 6500 XT, while I was looking at the data the radeon software was giving me while running a game on the side, I noticed powerdraw was incredibly low, and utilization was spiking up and down. FPS was barely better, and worse at times than my 1050, I'm suspecting the power usage to be the culprit here, I've tried uninstalling and reinstalling the latest drivers with DDU, reseating GPU multiple times, scanned registry, nothing increased it, or increased my frames. The highest I could push the power usage was like 40 watts, TDP of card is like 107w

Is there anything else I should try?

PC Specs: Ryzen 7 3700x (Stock Cooler)
Asus TUF x570 Wifi
Radeon RX 6500 XT

32GB Corsair Vengeance pro 3200
Samsung 860 EVO 1TB and external hard drive
850W GameMax RGB Gold

Nope, should I update that? if so how do i, checked with CPU-Z, said version is 2607

yeah the latest is 4204, your is 18+ months old.

Tests showed that PCIe 3.0 is a pretty hard limitation for this card. See linked test:
