Question My hdd is showing up under device manager but i cannot add a path or even formatt it

My 3tb hdd shows up in disk manager and the bios but i cannot access it for general storage use, all options within device manager are greyed out ( for that drive) but its saying active and healthy, the option to format the drive is even unavailable.
 
is this a new drive? did you initialize it in disk management already? this is what it sounds like to me, just needs to be initialized.

a screenshot of your disk management screen will help see what might be going on as well. would help a ton :)

- pc specs
msi B250 gaming pro carbon Mobo
Hard drive affected is a seagate barracuda 3tb

issue appeared when i rolled windows 10 back to windows 8.1, original tried my windows 7 disk but was missing the cd key.
Also the hard drive can be seen on bios but it wont appear in cmd.

Sorry i didn't list all of these in my original post, i was laying in bed on my phone with the shits haha.
