My i5 4690k Asus gtx 1070 bottleneck.??? Some games...drop in 60 fps below... rise of tombrider etc...plz help ...

Nothing here indicates a hardware bottleneck. There are plenty of people running Haswell i5s that pair 1080 and 1080Ti cards with them and run just fine.

Are you comparing your FPS to FPS you used to have or to benchmarks? Is this problem impacting game performance or if you turned off the frame rate counter would you notice? Did you make any software changes just before your frame rate dropped?

Watch your ram usage. Maxing out setting (which gtx 1070 can do) will hit high ram usage. Anything near 7gb or ram will make your system fall into the pagefile virtual memory which will really bottleneck your system. Consider upgrading to 16 gb
