Question my laptop doesnt use 100%, not even 20% of the gpu and cpu

laptop specs:
msi bravo 15 c7v
windows 10 pro activated
ryzen 7 7735hs
ddr5 16gb
rtx 4060
1tb ssd and 144 hz screen

when i play a game lets say Cod, i have 40 fps but the gpu usage is at 3% and cpu is at 30% and the fans doesnt even start

i have:
drivers updated
high performance nvidia processor selected
power plan edited
nvidia control panel power management edited
nvidia expirience whisper mode off

Check to see if the laptop has a BIOS update pending. Then check to see if your OS is pending an update. Following that, use DDU to remove your GPU drivers, then manually reinstall with the latest driver sourced from Nvidia's support site, in an elevated command. i.e, Right click installer>Run as Administrator.

its a brand new laptop
 
I am a new computer owner and I have the problems you mentioned, not in every game, but from time to time and it is really frustrating. Finally, I completely uninstalled the Intel and NVIDIA Drivers with the DDU tool in safe mode. And after the normal system startup, I manually reinstalled it again, it got a little better, but it still has problems from time to time, if you want to give it a try, maybe it might work. But the latest versions of the NVIDIA Game Ready drivers have some really serious problems in general, and they are still not fixed, so I uninstall them with DDU and reinstall them manually from scratch before each new update is released, and like I said, I found it to work a little bit.
