Question My New Build is Stuttering. Please Help

Ryzen 5 7600, msi ventus 3x 5080, msi pro b650s, teamgroup 32gb 30cl, becool 1000w, nvme. Windows 10. Fresh,updated windows, 5080 updated, and motherboard updated.

Just built this rig for VR gaming with all new parts, except second hand 5080, which, before I bought, tested myself in person benchmark 9000+ in heaven, and I played overwatch for 10mins on high settings with no issues.

New PC stutters briefly every 20 seconds or so during any gaming (monitor only, not using vr yet) or watching an mp4 video. Even mouse pointer occasionally stutters with no programs open. Haven’t really installed many programs yet, just steam, epic games and pimax play for setting up VR. It now benchmarks at 8131 in 3d mark steel nomad(free version) and around 8600 in heaven which seems OK. Temps and cpu, gpu, and ram % seem fine.

Did you reuse an old install of windows and just update it? Is there a reason you didnt upgrade to windows 11?

teamgroup 32gb 30cl, What speed? is it running at the correct speed or default?
becool 1000w, Bequite? if so what model
nvme make and model, is this OS only or everything.
 
Did you build the PC yourself? Sounds like an external short on the motherboard somewhere. Lightly jostle the PC up and down with the switch on the PC flipped to off, do you hear and screws bouncing around? Try reseating or making sure every cable is fully seated to and from the PSU. Did you install the CPU? Did it physically slot in easily? When you installed the CPU cooler on top, did that go smoothly, or was it harder than you expected? What are the temperatures on the CPU like?

Are you sure that PSU brand is right? I cannot find a becool anywhere?
