my NEW PSU shocks me & the Case .

Hi all.
Sorry for bothering you with my threads .
But I'm so nooob in electricity & I have a new R7 265 and I won't to fries it .??
So the prob. Is I just bought the cooler master elite v2 500watt
Due to BUDGET ??
When I tried to turn it on I touched it & it shocks me .
I'm in Egypt soooo we haven't any 3 prongs outlet in our house .
Is these shocks is really dangerous to the GPU ...?
If it dangerous . HOW ON EARTH TO GROUND THIS PSU AND STOP IT FROM SHOCKING ME EVERY TIME I TOUCHE IT ?
NOTE!! I get shock when I touch any place in my case & the PSU shocks me when I just touch it's own screws not it's black chassies ?
Forgive me from my stupid questions ????

You might be getting shocks from the EMI filter's Y-caps: in PSUs with Y-caps, there should be one from live to ground and another from neutral to ground. Without a working ground connection, you end up with about half of the live voltage on the chassis. Those Y-caps' value is usually 1-2.2nF, which limits current to a harmless tingle.

The only definitive and proper way to get rid of it would be to run a grounded circuit from your breaker/fuse box.

But I don't know how to ground that PSU
And if I get refund & purchased a new one will it be no shock PSU ?
Again I don't have any ground outlet or I can't even make one from fuse box!
