Question My pc got hacked what should I do?

Someone from russia hacked my pc on the 12 September Right after I downloaded a sketchy file.
He managed to gain access to my Gmail, Steam and Epic Games accounts.
I got his IP address and I am not sure if that’s a VPN or not.

Anyway Malwarebytes is blocking all connections from his IP to my pc (his IP is 35.236.159.79 , I got this from malwarebyte exclusion history)
I can’t acces my Windows Defender as it was completely eliminated and now I’m afraid connecting my PC to the internet and the hacker gaining access to everything again.
I wanted to format pc from settings but I cannot access that either.
I need your help guys it’s urgent.

Download the Windows installer onto a USB stick using a different PC. Insert into your infected pc and boot from the USB. Format all drives and install Windows. Also don’t download files that you are not confident are trustworthy.

Once you format and install nak sure to change all passwords and use two factor authentication. 2fa would have prevented the Gmail hack as well as others

What alerted me was malwarebyte that he was accesing my pc again
He first accessed my pc in 12 September and now malwarebyte alerted me that hr just entered on the 14 September again, this was the final straw the broke the camel back as I was afraid of my data being comprised or selled to some 3rd party , So I installed a fresh copy of windows on my pc
