Question my pc nonstop bootcycles until i reseat the ram

basically my pc doesnt stop boot cycling untill i open it up and take one stick of ram out, turn it on and if it works i turn it off and put the other stick back in then turn it on, i occasionally get the boot up screen but then it turns off and continues to bootcycle, i have unplugged everything, taken the cmos out/refreshed it, i have tried a different cmos battery and i have tried different ram aswell yet the problem still persists.
specs:
i5-4440.
Gigabyte GA-H81M-S2PH motherboard.
Rx570 4gb.
8gb ddr3 ram.

I've already done that but can try again, is there anything else i should do? drain the power etc
