Question My pc wont post or boot bios? EZ Debug CPU Always ON

Specs:
CPU:Ryzen 3 1200
Ram: 1pc 8gb Corsair DDR4
Motherboard: Msi
GPU: GTX 1050 TI 4gb

My pc wont start after removing the heatsink on top of CPU after cleaning the 1 inch dust.

The PC wont post or go to bios after cleaning it. I tried different methods like Transferring your ram to different places.
Removing the Mboard battery for 5 minutes.
Unplugging and plugging wires. Switching the SATA Cable.
Holding the switch for 30 seconds for complete reset.

There was a blackout before cleaning the PC. The Thermal paste is also dried up. Anything that might be able to fix this is greatly appreciated!

MSI is the brand of the motherboard, you will need to include the model of the board. Make and model of the PSU and it's age? Spec for the single stick of 8GB ram? Which slot are you populating on the board?

I just checked and the motherboard is MSI B350M PRO-VDH.
the PSU is Aerocool Rave 600W 80 plus and it's 2 years old.
The ram is a DDR4 Corsair
VENGEANCE® LPX 8GB (1 x 8GB) DDR4 DRAM 3200MHz C16 Memory Kit - Black
What do you mean by populating the board? If it's the ram it's on the 4th slot. Thanks for replying!
