Question My PC wont stay on?

Help please, my friends pc wont stay on? It flashes on for 2 seconds, fans and harddrive start spinning but it instantly turns off. If you hold the power button it stays on but there's no video. It just stays on and doesnt even load to bios. It's not the power supply (i tested it with another psu and it does the same thing), harddrive or case (it does the same thing when the pins on the mobo are jumped with a screwdriver). Any ideas?

If you have a speaker you can plug into the mobo, see if you get any error code beeps
