Question My PC wont suddenly boot after crashing

While I was gaming with my pc suddenly crashed and when I tried to start the pc, it wont boot the fans dont spin nothing but when I remove my graphics card it the pc boots successfully, I also tried booting using my mobo's integrated graphics while my GPU is still attached it also wont boot. Is my gpu dead or is it on my psu. What could be the problem? I don't have spare parts for the moment but I will try my GPU on my cousins hopefully it works. What could be the problem is it the PSU or GPU? Any help would be appreciated thanks.

I only replaced the RAM last month but my pc is almost 3 yrs old.

Specs:
CPU: i5 - 6600
MOBO: ASUS H170 Pro Gaming
RAM: 16GB Gskills Trident Z 3200mhz
GPU: Zotac 1070 mini
PSU: Seasonic 620w bronze modular

Yes still no luck though, I was just casually gaming last night when it happened though is the gpu friend or something? Also my motherboard just lights up and no fans are spinning when the gpu is attached if that helps.
Same thing happened with my old R7 360 by AMD and I also have seen other cases like that, GPU just starts drawing too much power from the slot and won't let the system start up. Nothing could be done for it.
