Question my ryzen 5 2600 is not boosting to the right clock speeds plz help

Hello, my ryzen 5 2600 is not boosting to the right clock speeds
in games it boost to 3700/3750 ghz i know this the right speed in games.
but In high workloads such as cinebench r15 or r23 or adobe premiere it is downclocking itself to 3000 ghz
and the temp from 48c to 60c and my motherboard is aorus b450 elite v2. plz help

my pc spec:
cpu: ryzen 5 2600
ram: 16 gb 2666 mhz
gpu: rx 570
motherboard: b450 aours elite v2 bios version is f64a latest update

Can you please include the make and model as well as the age of the PSU? What OS are you working with?

psu: zalman 700 watt and it age is 1 year and on the it its written 80 plus
os: win 10 version 21h2

Core boost is always lower on an all core 100% loads. Your games probably aren't hitting the CPU very hard, especially with that GPU, hence the higher boost clocks.
