Have you tried removing the CMOS battery to reset the default values?

Also - PSU: make, model, wattage, age, condition?

Be sure that the PSU is capable of supporting the system's power demands?
Hello the PSU is EVGA 850W 80 plus gold, motherboard is Asus Z390A Prime, cannot found the battery, I tried to disconect all the energy cable, or trying to found the reset button behind.

Yes. Remove GPU. Pull the battery to reset.

And if the system is more than a couple of years old consider installing a new battery.

Then reboot, reconfigure, etc..

And while the GPU is removed, test the system using the integrated graphics (iGPU) if supported.

Appears that iGPU is supported by the i7 9700K CPU. However verify to be sure and, if so, then test.

With or without the GPU your first objective is to establish a stable system. Begin with no OC.

Then carefully and methodically make changes one by one overclocking upwards. If the instability returns then that is "the limit" and you go back to the last known working (and stable) configuration.
