Where did you purchase the card?

Unfortunately, it looks to be a fake with a flashed ROM to try to compensate.

A "normal" reference 750TI would be PCIe 3.0, 16.3 pixel fillrate , base clock of 1020MHz, 86.4GB/s bandwidth
Yours shows PCIe 1.1, 21.6 pixel fillrate, base clock of 900MHz...98.5GB/s bandwidth

While it's entirely feasible it's an early sample, or a custom scaled back card that an OEM bought an awful lot of and didn't sell...... it's not very likely.

Too many things look 'wrong' to me.
