Question Need Help Choosing Components (1500€ budget range approx.)

Hello everyone I hope you're doing well.

I'd like to build a desktop PC, but I have no clue what components to buy since I've been out of tune regarding price/ performance ratio for a few years.
I'm thinking about getting one of the new RTX 3000's series (RTX 3080 to be precise), but they are sold out where I live, would it be worth the wait?
My current budget sits around 1500€
Any opinions/ advice will be highly appreciated.

Here's a useful list for guidance:

Approximate Purchase Date: This week, but can wait

Budget Range: 1500€

System Usage from Most to Least Important: Gaming, Programming, etc.

Overclocking: Not thinking about it

SLI or Crossfire: Not thinking about it

Monitor Resolution: 1920x1080

Monitor: No idea (144Hz or 240Hz)

CPU: Intel Core i-5 10600K 4.1GHz

CPU Cooler: No idea

GPU: RTX 3080 (preferably from ASUS)

Motherboard: No idea, although I've heard about the ASRock Z490 Taichi being a good choice

RAM: 16GB (No idea what brand)

Storage: Maybe an NVMe for OS and SSD for games and files in general

Case: No idea

PSU: No idea

Entirely depends. New AMD GPUs are incoming too - although likely to have the same supply issues of RTX 3000.
