here is my PC spec:
Intel i7 - 2600k
2 x 4gb DDR 3 ram
Gtx 1060 gpu
Dell D2215H monitor
Antec vp 500 PSU

i play games like Overwatch, Fifa 17 and Dota 2 ... not a core or graphics hungry games ... but i am still on the 60hz monitor and i recently came to know that a 120 hz would get the most out of my GPU ...

help me a find a good budget 120hz monitor as i am not able to find out the hz rate of the monitors i come across... ... no clue where to look for as none of official sites for say dell or acer show if their monitor is 60hz or 120 hz or higher

and do i really need to upgrade from a 60hz monitor?

You wont find an IPS panels with 120Hz or more for that much because they're still very new ie: Acer Predator/Asus Swift etc 27" 1440p IPS 144Hz panels. Perhaps in a few years you might find 120/144Hz IPS panels cheaper.

TN is the only type with 120/144Hz you can get for that amount of money, i suggested one to this person: http://www.tomshardware.com/forum/id-3191401/nice-gaming-monitor-16k-rupees.html#18623625

http://www.144hzmonitors.com/gaming-monitor-list-120hz-144hz-165hz-200hz-240hz/

List of monitors for you to look at, further down for 120Hz only monitors

right on spot there ... thanks a lot for helping me decide which one to go for ... was really hard finding 144hz monitors in websites where they never mention the refresh rates
