[SOLVED] NEED HELP! New rig. Nothing but problems!

Specs:
CPU: i9 11900k 3.8 lga1200
CPU COOLER: MSI Coreliquid 360R
MOTHERBOARD: Gigabyte aorus z590 ultra
GPU: RTX 3080 Ti Founders Edition
RAM: Patriot Viper DDR4 2133 4x8Gb
PSU:Thermaltake Toughpower PF1 ARGB 850W
STORAGE: 2xSamsung 980 4.0 NVMe M.2 1TB
(One in the cpu m.2 and the other in m.2 right next to the PCIex16)
CASE:Cougar Panzer Evo RGB Black full tower

Problem #1: Initial install of windows failed when I chose the first option to save my files.....which caused it to fail. It took me forever because of problem #2 but I was eventually able to install windows by not using my product key and it let me install. Then added my key later.

Problem#2 Restart doesn't work right. When I choose to restart or the system needs to restart after a install or settings change the system shuts down(but for some reason the rgb in my cpu cooler doesn't turn off)except the cpu cooler and it doesn't auto turn on. So I hit power and the monitor stays black for about 15sec then the system shuts off again(except the cpu cooler). This happen forever until I unplug the psu for 45sec then plug back in and start up.

Problem #3 My CPU is overclocked constantly to 4.8ghz and all cores are consistently at 100c. Sometimes they dip to high 90s but never for long. Now my core temp program is throwing cpu critical temp warnings. But they are still at 100c. Regardless I have never messed with overclocking so I have no clue how to mess with this.

Problem#4 Star Citizen a game that is graphic, ram, and cpu intensive runs at 0.3 fps which makes no sense. Even on lowest graphic stting. The computer I replaced was using a gtx 660 with 24gb of ddr3 and was running the same game on lowest setting at 35fps. My new system should be owning this game on max settings.....but its not.

Problem#5 ARGB is partially connected but its my first time and I can't get my psu and cpu cooler connected and the top.3 fans from msi to sync with the rest.

Please help. Use problem number as first sentence when answering so I can stay organized. I was hoping there was so.ething I can try like repairing windows or reloading bios or lowering clock speed and clock freq. Before reseating all my components. I have built 2 successfully rigs before and I know this will be another I need help bringing them together.

Oh and I loaded the newest nvidia game ready driver which I have been reading is causing alot of havoc with other ppls rigs.....
 
Solution
As far as amount, I always did the method of using arctic silver 5(unless I didn’t have any). Yes I know there are better pastes available but that’s what I learned on and so that’s what I trust because I’ve always had good results. But I’ve always had good results using paste about the size of a grain of rice or a pea, then spreading it in a thin layer with my finger across the top of the cpu only, then installing the heat sink.

i know other guys do it differently, but I have worked in help desk and pc repair for a while, and it’s bit of a hobby as well, that’s how I’ve always had success . Note if you use to much paste, you can actually insulate your cpu, meaning you actually can make the cpu run hotter by having too much paste on...
Hi, first of all that is a nice build you got there! Pity that it's giving so many problems.

I'll start with some basic questions:
What CPU cooler are you using?
Did you assemble everything on your own?
 
Problem #3 - It's extremely weird that your CPU is running so incredibly hot.. Was there any plastic (like a small protective see through plastic layer) on the CPU Cooler to CPU connector? A friend of mine forgot to remove that when he assembled it and he couldn't figure out why his PC is running hot. Also did you make sure that your fans connected to the CPU Cooler is on and working properly? Also are they mounted in the most sufficient way? I would say it's better to blow through a cooler than to pull. And it should be blowing upwards and not into the case. Also is everything connected properly to the mobo? I however don't know why your CPU is running at 4.8 overclocked speeds?

Problem #2 - Have you tried re-seating your RAM chips? I'm not sure if it might be causing restart problems, because it's stock 2133mhz, but it's worth a try.

Can you send some pictures of your build (more the upper part of the case (Cpu, Cpu cooler, Ram chips etc.
 
#2-5: Check your CPU cooler. It's almost certainly connected wrong, and one of the following is probably going on: The waterblock was mounted wrong or without thermal paste, or the pump was not connected right.
So I will be posting pics here in a min. The cpu cooler is a all-in-one. I did use thermal paste and the instructions say it can turn 360 degrees without any difference in cooling. This was my thought too and I plan on reseating I just wanted tonsee if there were any ideas without reseating parts.
Now there are 2 headers next to each other CPU_FAN(which is what I connected the cooler to) and CPU_OPT. What is the CPU_OPT for and could that be my problem?

CPU_Fan is correct. Only way motherboard can detect if that fan stops working. CPU fan is already set in bios to run according to the CPU temps. If the CPU is running hot the Fans will spin faster, and when idling the fans will spin slower,

tip: You can also change a CHA_fans (chassis) in your bios to run according to your CPU temps etc or you can keep them at a certain RPM speed on another setting. Nice to use if your fans case is making too much noise and you want a constant speed or so. (for front and exhaust fans)

You need to downclock it back to standard in your bios. Google your CPU's standard clock speeds and voltage and go set it back to normal. Then you can overclock it at a later stage if you can get your temps back to normal.

So I have been.looking in my bios and I can find where to do this....changing the clock freq.

Well no dime size isn't that bad. The thing is that the thermal paste will spread once pressed flat and heated up by the CPU even with pea size ("Less is More" kinda thing). If you use too much the thermal paste will overflow a bit, but it won't necessarily damage anything. It's just a mess to clean up and you don't want any of your paste inside your CPU pins, so make sure when your remove anything that there is no threads of thermal hanging loose that can fall off.
 
Ok so that will be my task over the next day or 2 I will upgrade my bios and reseat everything and see if that will fix things. I will report back and inform everyone that helped the result. Thanks everyone.

Note if you use to much paste, you can actually insulate your cpu, meaning you actually can make the cpu run hotter by having too much paste on it, because as it heats you can actually seal the heat in if you really slather paste on. You want just a thin layer to transfer heat between the top of the cpu to the heat sink so the heat sink can pull the heat away from your cpu.

I will try a pea sized amount this time when I reseat the cooler block. This time when I ordered my parts off newegg this time they didn't have artic silver 5 anymore. So I used the standard paste that came with the cooler. I know I have a syringe of arctic someplace I'm gonna try that this time once I find it. Thanks

on this video you will see that it doesn't make a difference spreading it yourself or just screwing on the heatsink. Option 4 is the pea sized amount and it works perfectly fine. No mess.

So looking through spare parts and researching I found out you have to use a connector to add all three......got it hooked up correctly. It was running at 92c which is a little lower. So I took that as a sign I think ill be returning the cooler and upgrade to a NFXT Z73 or something like that. When I got the.coreliquid one the website said it would work for the i911900k but when I got it lga1200 wasn't listed in the instructions regardless thats not the new problem.

New problem I lowered the clock freq in the bios and enabled xmp. Now my computer won't turn on. The LEDs on the cooler don't come on, the fans spin but all the other parts light up but then shut down. Is there a way to revert the bios setting to default without being able to access the actual bios? I hope someone knows how cause at this point I think I might be screwed. Let me know guys.....thanks.

Hi, you should not just play around with frequency's if you don't know anything about them. There is a TON of videos online to help you with frequency's. What you can do to reset your BIOS is to remove your CMOS battery from your motherboard for around 5-10 minutes. When you plug it back in your BIOS should revert to default settings.

Glad to hear that you figured out why your CPU is running hot.
 
I would suggest to spend a few bucks at a computer store for them to hook up all the necessary cables and stuff and let them get your CPU to default settings (no overclock). If a person isn't too sure what they are doing with a PC they can damage parts (like you with your radiator.

I would suggest to maybe check out the youtube channels of JayzTwoCents and LinusTechTips. They go into detail and keep it user friendly.
 
Alright after an exhaustive amount of reseating and thermal paste my system is in beast mode running my i9 11900k at 4.8ghz at 29c idle/40c load. Get 56.8fps in Star Citizen on maxed out graphics.
So ill say this time I used a grain of rice amount of thermal paste and screwed down my cpu cooler in the order it told me to. And wiring the cooler to the correct headers and everything's aok. Next step run Intels core checker diagnostics to see if anything was damaged......hopefully not.
