Need help on system

I'm building a system for a friend.. He doesn't want to spend very much money, but I'm not sure where to spend more money
The main usage of the system will be Photo and Video editting. Not very much rendering and stuff, but just the basics of it I guess. (they now do it on a very, very slow pc and it still works.. but just too slow)

Now where do I need to put more or less money? GPU or CPU? Maybe even more RAM?

I live in the Netherlands, we use Euro's. You selected a list of parts in GBP. Which comes to an amount of 823.02 euro's. That is out of my price range.

any suggestions where I can save money, or have to spend more money?
Maybe drop the GPU and go for a more powerfull processor with Intel HD 4000 graphics? I don't really know if video-editting uses more CPU or GPU?
 
I think that build looks good to me, very balanced. You could even consider dropping back to a Core i3 for less power consumption and they are a little cheaper but it does depend on what level of editing we are talking about because I would say that Photo editing shouldn't be too resource intensive but video can be and it does like to chew up processor time.
