Question Need to restart computer to access internet

I have an Intel Corporation DH67CL when I boot up my pc I can't access the internet I have an ethernet cable connected to the pc the ethernet port has two lights when I first boot up my pc only one light is on I need to restart my pc in order for the internet to work when I restart my pc internet works just fine and both lights on the ethernet port are on one keeps flashing and the other one stays on just like when it initially boot up my pc. I have updated the bios of my motherboard still the same problem I tied using a wifi USB and when I boot up it connects just fine but I want to use the ethernet cable.
