Question Need to unplug and replug keyboard on startup

Hello.

As the title says I've been having an issue where my keyboard doesn't work on startup until it's unplugged and replugged in. This happens about 80% of the time and has been happening for several months now. I've done absolutely every fix I could possibly think of and nothing has solved the issue. The issue came on randomly. I believe it was at the same time that I upgraded my GPU from a 2070 to a 4070ti super.

The issue initially occurred with my Razer Blackwidow which was a few years old and it has continued with my brand new Logitech G512 (was really hoping a new keyboard would fix the issue but alas). I have updated my BIOS. Updated Windows. Updated all my drivers. Uninstalled all my software for my peripherals and reinstalled all the software after it didn't fix the issue. I've adjusted windows power settings. I've adjusted the power settings of the individual devices in device manager. I've updated my chipset drivers. I've done syscheck in command prompt and fixed corrupt system files. I've ran malware and virus checks and they've all come back negative. I've tried booting my computer with no mouse. I have tried using other mice. I've ran performance reports in windows and they've all come back saying my PC isn't having any issues. I have tried every fix that I have found in every forum and have tried every piece of advice that I have gotten and this issue still haunts me.

In device manager I have 4 (sometimes 5) devices under Keyboard all listed as HID Keyboard Driver. Some of them say USB input device for location and one of them lists my mouse (My mouse also appears under mouse drivers as itself). My mice is also listed as a keyboard under devices in windows settings. This made me assume it was somehow an issue with my mouse but the issue has continued even when I boot my pc without a mouse plugged in.

I've got a Ryzen 9 9900x with an RTX 4070ti Super on an x670 Gaming x AX V2. If anyone has any ideas on what could be causing this issue it would be super helpful. This has been a massive pain for ages now and if anyone had any more ideas that would be a massive help. Thanks for giving this post the time of day. I hope whoever's reading this is doing well :)
 
How do you normally shut down the PC?

Try a few more safe mode starts/restarts. At least enough of them to determine if the problem/issue is indeed gone.

Clean out uninstalled devices and associated drivers, utilities, and apps from Device Manager and Task Manager > Startup.

Be sure to check for hidden devices via the View tab.

Drivers: Did you manually download all drivers directly from the applicable manufacturer's website? Reinstall and reconfigure thereafter?

No third party tools or installers. Do everything yourself (DIY).

Also be careful about the source website for any drivers. Just because the manufacturer's name appears in the pathname/URL does not mean that the website is truly that of the manufacturer.

Take a look in in Reliability History/Monitor and Event Viewer.

Either one or both tools may be capturing some error code, warning, or even an informational event related to the keyboard's not-working.
